17|21 architects provided programming, then planning services, for the Upper Thames River Conservation Authority’s (UTRCA) new administrative offices, adjacent to their existing building.

The building achieved LEED© Platinum certification and incorporates many energy-saving features, including a focus on air quality, use of local materials, enhanced insulation, natural daylight, a green roof, and energy-saving plumbing and electrical features.

At 30,000 square feet, features include workstations for 100 people, multiple large and small meeting rooms, a wet lab, lunchroom, lockers, and storage. Most offices are open concept to provide flexibility and conform to LEED© requirements for views and natural daylight for the majority of occupants. Enhanced accessibility requirements of Facility Accessibility Design Standards, supported by the City of London for their facilities, have been incorporated into the design.

The project overlooks Fanshawe Lake and dam, so views to the north have been maximized. Many alternatives with environmental or energy conservation benefits were discussed, and most have been incorporated into the design. The building was shaped and positioned to take advantage of solar benefits.
